The polemic to begin this first full week of August 2012 starts with Edmund Burke's "Thoughts on the Causes of Present Discontents"

When bad men combine, the good must associate; else they will fall one by one, an unpitied sacrifice in a contemptible struggle.

One construct of good men "associating" is the formation of sound and responsible government with powers to curb the evil that the combination of bad men generate. The SEC was formulated on that premise. State regulators were established for the same purposes. But our governmental association seems to be broken; the people generally harbor little trust but disrespect governments at all levels.

And while the courts are open, it is a costly process to bring huge class action suits to those arenas in order to curb the evil of stock manipulation through civil penalties.

The RICO laws are on the books. Law enforcement, prosecutors, and regulators must ASSOCIATE to attempt to remedy the causes of present discontents. All IMHO.
