It means that there should be no breach of Church and State in public ed. It means that as Kiryas Joel was denied the right to Judaize public ed for their special needs kids, Ralph Reed - and the Christian Right - do not have the right to Christianize public ed to suit their own beliefs - or "take back" whatever.....

We would all be outraged at an effort to "Islamize" our schools, right?.... Public sector education serves a diverse group and must remian secular so that one group is not permitted to impose thier religious beliefs on another.
