I believe any stock can be and MOST stocks are manipulated. Penny stocks are just easier to manipulate because of the smaller share quantities they trade in. I guess the positive spin would be when larger buy volume starts moving back into the penny-miners that should lift the SP more rapidly.

Most of the moves in PTQ happen at the beginning or end of the trading day. The time in between is usually dead time.
