You would think. Probably trying to figure out somewhere with stable infrastructure, but low government oversight. Hopefully anywhere they go will be shady enough to shake APS down for a cut once they figure out who their customer is 
Of course this post is my opinion. Every post by anyone is an opinion. I'm not writing a white paper on scams… in this post, anyway...
