It's safe to assume that the head of DHS gets daily morning briefings instead of reading every news paper himself. Shit can happen between briefings you know. It seems to me that in the socialists idealized universe:
(1) shit never happens
(2) bureacrats are omniscient.

No wonder they can blissfuly consign their lives and that of their fellow citizens to bureaucrats.
