That's between F3 and "the City" - it's not your decision, nor mine. Also, I never said it wasn't up and running so please don't try and put words in my mouth. It's clearly running and available for use, obviously you aren't looking for it real hard. The city does not have THEIR website linking to it yet, but that is not an issue. It's a done deal and you'll find out officially soon enough.
