LG....no, I grasp exactly what you are saying. Sure they could have implemented those measures, just how many Cat 4/5 storms hit NO in a century or even the US? It wasn't their top priority to have those shelters built to sit there, just like Raleigh is not going to have tons and tons of salt sitting around, and a garage full of snowplows somewhere collecting dust because the odds of a blizzard hitting our area is very minimal.

+++along with a plan to helicopter in well trained officials to distribute the supplies, keep order, establish communication and assist those in need of medical attention as much as possible.

The helicopters are there, today, folks who want be rescued are shooting at them with assault rifles. Did you know the National Guard is on site trying to restore some civility?

Hurricane Betsy clearly didn't wake anyone up, perhaps Katrina will.....

Disaster is disaster and all of us could think of better plans to implement after an event of this nature....it could've been worse...and it might have been better.

Those people who made it out did make it out, they listened to the officials who told them to get out, and kept up to date on the storm via news and the NOAA.
