It is the management that is dumb.

I don't know why a company announces they are buying back their stock at a high (Apple) on in DHT case announces they are selling stock near its low.

They had a 15% dividend. If they can't borrow money cheaper that 15% then something is wrong. They could have borrowed money cheaper AND BOUGHT BACK STOCK and it would have increased the value for remaining shareholders (less dividends paid out in the future )he savings in dividend pay out would have more than covered the debt payments.
