If you or a group of investors paid APS to promote this stock, how would it work and why would APS agree to promote HSCC?

Doesn't APS rely upon un-relenting company PR's to keep the pump going? I don't see that happening here.

I'm not sure what is APS's criteria for promoting a stock, but I would suspect they would want a LARGE position before the pumping begins.
