If shares outstanding in NEOM change, Dr. Soon also has to file an ammended Schedule 13d. NEOM's 10k is due out in 10 days. So according to this Dr Soon will have to ammend his Scehdule 13 in a week or two when new shares outstanding totals are disclosed in next NEOM filing.
Change in the Aggregate Number of Outstanding Securities.
