Was the 4 post minimum requirement prior to being considered for a Mod spot discontinued?

I recall a time when a member had to have at least 4 posts to be considered for a Mod spot.

Now I see an example where some clown who has never initiated a single post (on that board) has been installed as a mod.

That's really stupid, and a step in the wrong direction.
