I tried something similar with a speeding ticket in Mexico last month. I said I'm not from here and refuse to be bound by your legislated speed. The good officer took the cuffs off his belt and dangled them in front of me like he was trying to hypnotize me. Apparently it was a type of hypnotic suggestion for me to take my wallet out and give him a 500 peso propina.
