For the life of me, I can't find where it's illegal to issue shares?

Guess you haven't been paying attention, Chrissy. Listen carefully:

1. You have to have a REASON to issue shares. Even if they're restricted.

2. If you lift the legends, you'd better have a very good reason for doing so. A much better reason than Urbie's demonstrated.
