Stephanie -- good, for now -- just meant that their ('Ha! You fools!' defiance in) constructing, opening and now operating that site ups the ante both in terms of raising the risk of a potential conflict, and in terms of the type of weaponry that would have to be used to negate that site in a potential conflict -- whatever their rights to have/develop their own commercial nuclear power and related industry under the NPE, and whatever their side of things in context, it's a little tough to see how they can argue they needed that kind of a site just for commercial nuclear power purposes
