My understanding regarding slot machines (Kiosk) indicates that the physical unit will be shipped fully assembled to the DR addressed to CGAQ from one manufacturer while the software will be shipped to the DR addressed to CGAQ from another source. It is my further understanding that CGAQ has exclusive rights to the software. Consequently the physical unit is worthless without the software. Additionally the unit without the software is not considered a slot machine.

CGAQ is deemed the manufacture as a result of completing the unit allowing it to become functional. CGAQ was awarded the proper paper work granting them the right to produce these units for subsequent sale and placement within the DR in either late 2110 or early 2011. The paper work allows CGAQ to ship these completed units anywhere else allowed in the world.

I don't know the level of competition CGAQ is facing, but I am certain it is stiff. The units they are offering allegedly offers a wider range of gaming choice and the units are less expensive.

Laws are designed to provide loopholes that can accommodate whatever activities the government wishes to pursue. Maybe we won't get the track, maybe it's not meant to be and maybe that is a blessing in disguise. Tomorrow, when tomorrow comes will answer all of our questions. As long as the track remains in its present state of disrepair it's not going anywhere and will continue to deteriorate losing money for the DR. You do the math. Something must happen soon and CGAQ has the ball with three seconds on the clock. That's my opinion. PB
