No. It is a user process. Any user can apply to moderate; admins approve or deny.

If so, I hope admin reconsiders this idea, as it seems to open possible conflict of interest issues of openness of unbiased information.

That's like saying you may have a conflict of interest by deciding who drives your car, or who sits at your table in a restaurant. It's a pretty simple concept.
