True, but there was uniform agreement that T/A's are a big root source of the endemic problems in the microcap markets in the sales of unregistered securities, and there were strong suggestions that Broker Dealers should be held accountable under Rule 0905 to vet the T/A share structure information, ie where did the shares originate ( eg REG D , SOS issuance, other ), who holds the shares, how many unregistered securities are being sold and why, etc.

There were strong suggestions that all new issuances to insiders and stock promotion should be restricted for one year.
