Yes it does go both ways, but it is much easier to negatively affect a small cap stock by claiming it is a scam or ran by criminals than it is to affect a stock by saying the company is legitimate and going to the moon.
If you notice most longs are posting information in regards to PR's.
Claiming scam, fraud, dilution, and criminal activity on a public message board without evidence and claiming you are a buyer at a much lower price is walking on thin ice.
