The questions is not why he increased the A/S but HOW he plans to accelerate the business by attracting new investors? (if your answer to this question is by increasing A/S then you have jumped into a line of circular reasoning that will never lead to an answer.)

To say that he is using the increase in A/S to accelerate the business plan by attracting new investors is very vague.
