It seems we have this same conversation about everything ERHE does. They don't tell us how, when, why, where or how much. Then everyone comes to the conclusion there must be a good business reason for hiding things or they blame it on the fact that SEO wants it that way.

This is just not the way a company should be run and it is damaging this company, its share price and destroying its credibility. I don't believe SEO wants that, do you? Some people think he is very involved in the day to day management of this company but we really don't know if that is the case or not.

I do believe what ERHE is doing is illegal. The regulations are pretty clear on this. Definitive material events are required to be disclosed along with the details of the event and the actual document may be disclosed later. They have disclosed the event but not the details or the actual document. They had 4 business days to do it and they didn't.
