Anybody can pick up a lump of coal and have it analyzed. Along the sides of the road near almost any mine, you can find coal that falls off the truck. Let's say I a running a scam about owning a coal mijne with high quality coal. I get a piece of coal and send it to the lab, they issue a report with the qualities of the coal. What does the lab care if it really came from the mine I say it came from, they were paid their $175 bucks and they are happy.
