WAIT a minute. Did you read his email. He said the Contract is a formality. My understanding is that they have an agreement in principle. Heck, contracts take time. I worked on the wording with one for almost a year on a stimulus contract with a school that had to be approved by the federal government and the state of Arkansas. It went back and forth with the wording before we got Federal approval to release the money.
