It's way too early to tell. If they follow up with litigation, the culprits--who don't necessarily have to be company officers--will be sanctioned, if the SEC wins its case.

At that point the losers will be told to pay. But by then normally they've got their profits well-hidden offshore.

The SEC has no teeth. But then Congress doesn't want to give 'em any.
