Maybe. You know I think it is more like Bob in the middle of nowhere is on the phone and he says one thing. Corporate starts trying to figure out why a few billionaires are showing up so they call legal. In the mean time Bob is telling you what he thinks and he might very well be wrong. I just don't think Ameritrade is doing any of this on purpose.

The SEC hasn't told them to halt the stock.

I just don't really think it is malicious.
