You are correct. What I meant was the max. required level per the legislation topping out at 25%, or in other words, the minimum they MUST have in order to meet the 25/25 mandate. Sorry if this confused anyone.

I find it funny that many demand PR's as when LLEG releases a PR, a game of semantics with the structure of every sentence and use of every word ensues with more calls for ever more details and clarifications. For me, LLEG has issued enough details as it is, better than most any other pink or former pink in the market. The fact that some choose to demand ever more and are NEVER satisfied is not of concern to me.

While PSNH may or may not be able to pull this together for their own portfolio doesn't matter to me. Fact is, someone wil step up to the plate and take this project home. If we choose to believe those in contact with PSNH persons, Talks are ongoing.

TOO much time and too much Money has been put into Berlin for it to just fold and go quietly into the night. Worse case scenario in my mind is that LLEG takes over the project once again with new backers prepared to move forward regardless of the SC case status as they likely will not issue an injunction to stop the project based on the language of the appeal, which is against the NHPUC, not LLEG or Cate.

IN THE INTERIM, nothing is stopping the NH legislature and governor from moving legislation forward which will moot the entire SC appeal and clear the decks for the project to move forward w/o the IPP's getting diddly, as it should be. They should get NOTHING out of this deal. They shot themselves in their own feet, let them PAY the PRICE for their own mistakes.
