Michael J. Mills provides the overall direction for Carmil Energy and its strong network of people and solutions. A visionary who launched his first successful company at age 31, Mills continues to drive Carmil Energy’s success through strategic positioning, strong financial management, new technologies and instinctive partnership selection. Mills earned his Bachelor of Science Degree in Engineering from the General Motors Institute in Flint, Michigan.
In 2001, Mills founded Title Insurance Partnership in New York City and developed it into one of the largest privately-held title insurance companies in the United States. It is still operational today with several offices throughout the city.
Mr. Mills is also the co-owner of Heritage Capital Partners of NY, LLC (HCP), a real estate consulting firm that resolves title issues geared toward to larger real estate transactions. In fact, HCP consulted and facilitated some of the first “Bulk Deals” for the banking industry when the market initially declined. This company has consulted on several successful liquidations valued in excess of $75 million in residential and $225 million in commercial and is still in operation to this day.
In 2006, Mills opened Precision Tracking Systems and with the Department of Defense, developed a tracking device that works with radio frequency (RF) and global positioning system (GPS) technologies. The technology was implemented on a commercial scale with the U.S. Army troops in Afghanistan in the last quarter 2010. Mr. Mills and his group control all commercial applications and patents for this device worldwide.
In 2008, Mills took over business development for Plasma Arc Technologies, Inc. of Miami, Florida. He grew the company from a start-up to developing a strong customer base and securing over $500 million in contracts in the waste-to-energy sector, solar arena and precious metal recovery.
In 2010, Mills formed Carmil Motors with long-time business associate Richard Cartagena. Since the company’s inception, through its research and development, they have developed many green patented technologies from high-performance marine engines to energy- positive electric phase- shift generators. With ground-breaking discoveries in electrical motors, specifically the invention of the phase- shift electric generator, which led to the birth of Carmil Energy in 2011.
Mr. Mills currently has significant ownership interests in several firms as noted above, and serves on the Board of Directors for these organizations. Again, these firms include Carmil Energy, Carmil Motors, Plasma Arc International, World Wide Mining Partners, Precision Tracking Systems, Heritage Capital Partners, Platinum Metal Group and Title Insurance Partnership.
Mr. Mills also currently serves on the World Panel for the United Nations Environmental Programme for Building Low-carbon Cities.

Richard A Cartagena started in the Telecom industry in 1992 taking two separate companies from single digit revenues to multi digit revenues. In 2002 Nexxtworks was ranked #176 of 500 for “Fastest Growing Private Companies in United States”. Nexxtworks also made the “Top 100 Diversity Companies of America” and Hispanic 500.
Mr. Cartagena started several green technology companies which developed many patents and technologies which have started revolutionary innovations.
