Well, indeed, when I asked Michael Mills about it on May 11, 2011, he answered me this:

Q: Could you tell me whether it is based on "basic" physics that most other devices use or whether your device is able to tap what some people call "zero-point energy" or "free-energy" which means the invisible energy existing around us in a different form than what has been commonly used up until now?

A: It is a phase shift generator system. It is basic physics, our technology makes a current generator many many times more efficient by the ability to capture more electrons from the magnetic field and use them for working power.

And up to now, I don't understand how Carmil can do this without tapping the energy of the vacuum so wait and see...
