I agree with you. I believe they picked good companies to do this to. So they can say "we looked into 17 random's and found nothing". Knowning there are 200 out there doing bad stuff. But they dont want to get started. It would be like roids for baseball, one guy gets busted then hundreds. I think this is there way of saying "we tried".
