I doubt that an inactive reactor (where fuel rods are no in the core) would have significant radiation problems a la Chernobyl. Maybe a little local spread due to contaminated containment structures, that is really nothing of major proportion or daner, IMTO. Of course, they are shipping the fuel rods (rich in plutonium from a traditional reactor) and who knows how far they have gone. I doubt we bomb anything, though, NK's leadership would retaliate with a run to Seoul (and we do not have forces n place to stop them), NK leadership may not be too worried about the long term consequences of such a run, like Saddam, they maybe somewhat suicidal.
