The United States of America has been spending something to the tune of 1Billion dollars a year since 1993 or so cleaning up the former Soviet Military establishment. The Clinton Administration was not asleep at the wheel as many people would have you believe.

For all the crying the right wing in this country does about how horrible unprepared, ill equipped and otherwise neglected the military was under the Clinton Administration, I think it is important to remember that it was that military and it's plan that responded in Afghanistan.
