You don't have to legislate it to get people to do it. In the Niagara Region of Ontario we are only allowed one bag of garbage, you have to purchase tags to have more bags taken, if you don't purchase the tags then they only take one bag of garbage and leave the rest on the curb. They way you get to one bag a week is by recycling. They won't take grass cuttings now, suggest you mulch your grass. Leaves and other yard waste have to be placed in paper yard waste bags that break down easier in landfill, if you put it in a plastic lawn bag they won't take it. Plastic, glass and metal go in one bin, cardboard in another, paper is to be placed in small plastic bags and plastic bags have to be in a plastic bag. They even take food waste but it has to be in a special bag (only thing I don't do).

What I'm saying is that a municipality can set up rules and if people don't follow them they don't get particular parts of their waste collected. It gets people on board really fast.
