Now the how can Bob inplemint this functionality can be simple.
On the Settings page one can On/Off a prompt for comments
whenever a Keep is done, but my clue is that most all folks will
rather have it set to On all the time, but atleast those very few
that need no comment to tell them the why of that Keep done
before lunch, as it now after lunch, and they are clueless.

Doing a Keep will prompt you "Add a Comment Y/N [yes]"

Where or How could/would/should Bob find a place for the input?
well,
First, lets limit the comment to 49 characters.
Second, let a second comment be inputed up to 256 characters.
Third, the above Second is a dumb approach, so do Fourth
Fourth, if a comment is done don't allow the above Second.
Fifth, but but but maybe the second can have a url to the Keep
Sixthed, if Fifthed is done, then see below Seventhed

Now if Bob allowed the comment part of the Research Link
to be used for the Keep comment, then should or not these
be displayed as if one did a Add Research Link ?
Yes to me if the url second part of the Research Link was
the url to the Keep'ed message. But if Bob decided not to
display these Keep comments as Research Links, meaning
that the url Keep'ed message was not saved,
then the comment to the Keep would just be a duplicate
of the Add Research Link code without the url part.
