Frankly, from conversations with a number of brokers, this situation arising from the clash of puts and long-halted stocks is a fairly new phenomenon (especially in this scale). There simply there not exist sufficient regulation in this arena, which is why some brokers do one thing while others do something different in exactly the same situation.
