Some people admire someone who swindles others out of money they've earned...since Trump has filed for bankruptcy several times, I'd say it hasn't always worked well for him to swindle people.
As far as the trades who do work with Trump are concerned, they probably allow for the fact that he may refuse to pay the final bill by padding the estimate up front, and Trump passes it along in the rents he charges.
