Peg -- hmmm -- that would appear to indicate that he pays, knows to pay and knows how to pay, the right people, even beyond the usual way construction is done in e.g. NYC and Atlantic City -- to be able to conduct business like that, in places like that, and not only get away with it but stay in the game not only in the immediate 'hey, look at big developer me' sense but also in the largest sense, of simply remaining alive? -- that's a bit special, beyond mere bargaining skills -- . . .
