Management is doing this RS to artificially inflate the price. They said so themselves. They claim they are missing out on deals because the stock is not higher. Oh ... and also to get on the Nasdaq in a few centuries from now (which is what that time is like in trading terms). So their answer is to artificially make it higher. An RS is cosmetics to them. But the outcome is not cosmetic. The outcome ends up in a lower price.
Hence, RS does not work. Unless of course you want the stock lower. Then it works like a charm.
