Hepatitis C has only a single RNA molecule for its genome

Just a tiny nitpick, the reassortment process you describe is limited to viruses with segmented genomes e.g. orthomyxoviruses, reoviruses, arenaviruses, bunya viruses but some are single stranded RNA viruses. So the reason HCV cannot do this kind of recombination is not because it is ssRNA but because its genome isn't segmented. Agree with your bottom line.
