Cox said they are postphoning the mfg scaleup that cost 5 mill to later parr of 05. This sounds like this is on critical path for full-scale rollout of European marketing. Given how short of cash GTCB is, this is prudent delay to wait for European approval, tradeoff is slower sales ramp up. (already works once since now the answers to EMEA question won't be done by April but July).
