Totally agree with the hypothesis.

If it were bad news I suspect it would be out as quickly as possible to support KRG's position that their oil fields are high risk exploration plays that need PSC type contracts to entice foreign explorers into the area. Unlike the fields in Basrah that are low risk, just punch a hole in the ground and start pumping oil.

I do not discount the fact that there were and may continue to be difficulties with the drilling but also suspect the KRG and Niko are using delays in ratifying the Iraq oil Law to their advantage.

There has also been a lot of discussion on other boards that there failure to disclose a material change to company is inappropriate and would not happen if they found hydrocarbons.

I would argue that in a normal regulatory environment that would be the case but if the primary production contract is not resolved and dimwitted lawyer could argue there is no material change until the the status of the contract is determined through the ratification of the Iraq Oil Law.
