"Start-up of production" involves producing a first unit too, which has to be validated before proceeding.
First unit produced by OSIS was december 24 (see PR)
So stop nitpicking about that they didnt meet their "deadline" for production by end-of-year.

You have your interpretation , I have mine, no point in further discussing this.
