The SEC proceedings that are taking place are spelled out on the SEC web site. It is pretty simple really. CMKX was required to file 10Q's and 10k's and they didn't. They filed a form 15 two years ago which contained false information. They haven't filed any 8-K's in reference to issuing the extra 500 or so billion shares of stock. The failure to file is the offense. It has nothing to do with NSS, the float, or who else might be doing what.

No, I would never recommend that you buy another penny stock. The odds are too long for anyone but a very knowledgeable day or swing trader. Think about what your return would have been if you had put that money in BRK.B or even a bond. No, you wouldn't be a millionaire but you aren't a milionaire from investing in CMKX either and at least the former would have showns you a gain instead of a loss.
