because, less than 100 IQ, all that is needed to determine the share structure is for the company to order their DTCC reports. The TA knows how many Certs are issued; the DTCC data shows how many shares are held in street name.

Since the TA knows the OS, it's a matter of simple arithmetic to determine if there is a short.
