When VERT is at the best ask, he is selling for someone or diluting. He's never friendly and that is why him moving his ask way above the market is good. Not friendly, but good.

Different ask meaning he doesn't, currently, want to dilute more stock, probably because volume is not here today yet, but he still has them in his inventory.

No he won't sell unless the ask comes to him. But, it's a game, when he sees volume come in, he will immediately lower his ask to .04 seeing he has a fish on the line.

In VERTs case, you are generous using the term market maker. I prefer manipulator.
