I would agree that Teva wanted the investment community to accept their PR as saying that t-enox approval is a straight shot from here. Whatever Teva's intent, people have seen the words "minor", "short list" and "near future", and in turn concluded that it's a done deal. But I suggest that Teva quite purposefully did not say anything conveying optimism for which they could be held accountable. Is that significant? I think so.

If Teva thought t-enox was actually near approval, or the barriers to entry actually "minor," it is their MO to tell the world. As others have pointed out, a Minor Deficiency letter from the FDA can require responses that are major barriers to entry.
