This is, IMHO, the events timeline ( general eagle's eye view):
1) Shorts (yet to be exposed by names) identify CPOW as a good candidate to short due to their outstanding history, management and good news regarding their contacts and prospect deals in China.
2) Shorts create HEFIN INTERNATIONAL INC specifically to pump CPOW good news.
3)After buying as many cheap stocks as they could afford, they start the active pumping using the anonimous HII.
4)After reaching juicy gains, start dumping the stock. Just to restart the cycle all over again buying on the bottom and start pumping again...
5)After weeks of "disorderly" trading BCSC gets involved, investigates and decrets the Halt orders, to put some order
and stop that illegal and unethical shorting on this promissing emerging company.
6)At the same time, the BCSC investigates and goes after HEFIN INTERNATIONAL INC, putting an effective Halt on its illegal activities. Thats why, since the Halt orders there is no more "pumping" at all...despite CPOW great news regarding the MOI with Chongqing...
7)Shorts (like EAGLE 1969) have no other resource than manually try to continue smearing CPOW in blogs, message boards, etc. like this one.
8) CPOW finds a resistance point and goes up from there steadily over $1 on the next few months (providing CPC continues doing the same work it has done and doing right now).
