No money to amount to anything has been made in trading in and out of CDEX since the big jump in November last. That makes the TRADERS unhappy.

But there is no reason why the CDEX BOD should concern themselves with the TRADERS. They will furnish volume, and briefly run the SP up and then quickly sell, causing the SP to fall back down. This can attract badly unwanted attention from the SEC.

Only the quick can make a profit. Not much chance for the insiders to join in the dump.

The MM, which is under the control of SOMEONE obviously intends to try to hold the SP in the neighborhood of where it now is. On the gray market, they can do that, since they can just refuse to process orders that tend to pressure them outside their desired parameters.

They can increase spread to discourage buys. They can decrease spread to encourage buys. ETC.

People have shown a willingness to buy at the present SP, the volume is small, but relatively steady. Going on the OTCBB, the CDEX BOD would lose all control of the MM, who are obliged to trade at the market.
