If the brokerage firms don't want to be on the hook for shorts, why do they not themselves buy those shares which have been offered for sale and reduce their exposure? There appear to be plenty of people with sale orders going unfilled.

Get the money when the opportunity arises. If you want to sit on it and let the opportunity pass you by well then that is your decision.
