(I thought I made it clear in post 14155 that the documents weren't filed against Treaty)

Now that part I'm not sure about. This paragraph in the document, which I posted, as far as I can interpret it, seems to indicate that the question of any liability concerning Treaty is still up in the air. You don't see that possibility in the wording?
