No ... basic English comprehension is required to understand what the SEC wrote.
and they wrote that Gendarme acquired shares of RCCH and then sold 2.1 BILLION of THESE shares.

The SEC says nothing of a short ... that is just made up RCCH rhetoric in an attempt to defend the sale of > 2.1 Billion deep discounted shares.

Its really quite easy to understand.
