REQUEST: Ref. pg. 14, lines 9 – 14. Is it OCA’s position that PSNH should only consider offers for the purchase of energy and RECs if the terms of those offers do not extend beyond 2025?
RESPONSE: Not necessarily. One approach would be a PPA that sets the prices of RECs at a percentage of market price, so that if the market price went to zero then the price under the PPA for RECs would also go to zero. This type of approach would ensure that utility ratepayers do not pay for a product that they are not required to purchase.

REQUEST: Does OCA have any future forecast of the prices of energy, capacity, or RECs other than those provided by PSNH? If so, which of those forecasts does OCA feel is the most accurate, and why. Please provide copies of all such forecasts.
RESPONSE: Attachment KET-10 is a forecast of Henry Hub spot prices through 2035 from Report #:DOE/EIA-0383(2010) released on May 11, 2010, which is available at www.eia.doe.gov/oiaf/aeo/pdf/0383(2010).pdf. As stated on page 8, line 23 of my testimony, this forecast was utilized to confirm results of my analysis that was based on PSNH’s forecasts. I do not have a position on what is the “most accurate” forecast.
